CITY OF GOLD HILL

NOTICE OF MEASURE AND RECEIPT OF BALLOT TITLE

 

PUBLIC NOTICE IS HEREBY GIVEN, that on May 26, 2023, the City of Gold Hill Elections Officer received a ballot title for a measure referred by the Gold Hill City Council to voters at the August 22, 2023, election. Any elector may file a petition for review of the ballot title with the Jackson County Circuit Court no later than 5:00 p.m. on June 7, 2023 (the 7th business day after the ballot title was filed with the City Elections Officer) under ORS 250.296. The elector must notify the City Elections Official (City Recorder) in writing that the petition has been filed. That notice must be given no later than 5:00 p.m. on the next business day following the day the petition is filed.

The ballot title filed is:

CAPTION:  Annexation of Gold Hill into Rogue Valley Sewer Services District

QUESTION:  Should the City of Gold Hill annex into, and become part of, Rogue Valley Sewer Services Special District?

SUMMARY STATEMENT:  Rogue Valley Sewer Services (RVSS) is a regional sewer provider currently serving the cities of Talent, Phoenix, Jacksonville, Central Point, White City, Eagle Point, Shady Cove and portions of Medford and Jackson County.  RVSS is a Sanitary Authority as defined by ORS 450.705 through 450.980 and is governed by a five-member elected Board of Directors.

If the annexation is approved, Gold Hill will become part of RVSS.  RVSS would then be responsible for all aspects of the operation and maintenance of the sanitary sewer system in Gold Hill and would be the director provider of sewer services within the City of Gold Hill.

Gold Hill and RVSS have entered into a publicly available formal annexation agreement that defines the disposition/transfer of assets and rate setting policies that would be effective upon annexation.  It is the intent of RVSS to connect Gold Hill to the regional sewer collection and treatment system.

Gold Hill residents would be eligible to vote in RVSS district elections and to hold positions on the Board of Directors and Budget Committee.
